User can't create a new bot unless provider set first

The assistant creation process requires a Provider in the first step. There is no indication that a user needs to create a Provider before creating a project. In the form, there is no mention about what step the user must take to create a provider.

Remediation Ideas:

1. Set up a default provider and models (perhaps using free models?).
2. Notify users in the assistant creation form that they need to create a Provider.
3. Adjust the assistant form to incorporate setting up a provider (or links to Provider form and back to assistant form upon successful creation).
4. Default to the LLM Providers page after creating a new workspace and explicitly direct the user to fill that out before "+ New Project" becomes clickable.
