Subscriber configuration of reception timeout API exist but is not used

Function SOPC_DataSetReader_Get_ReceiveTimeout is defined and declared but unused in code. It is necessary to add a mechanism in subscriber scheduler that check timeout reception to update state machine and reset Sequence number for example.
