Use Netbox operator to manage IP plans of the CNF

Each CNF includes custom values which contains thousant of parameters. Most of the parameters do not have to be modified. However some are dealing directly with IP corresponding to the engineering choices.

Assuming that the netbox operator is available, it would be interesting to see if we could not leverage on this operator to avoid manual assignment and evaluate the opportunity to integrate the operator and see how it can be used to amend the custom values dealing with IP.
