Limit what can be deployed by the resources created by the Sylva unit release operator with service accounts

The Sylva unit release (SUR) operator creates Helm release resources. These resources do not use a limited right service account to deploy further resources. Hence, it enables user to deploy unexpected objects. This issue is about assigning this service account to the Helm release.
