have renovate bot propose Kubernetes patch upgrades in release-* branches

Since our policy in Sylva is to have Sylva patch releases incorporate Kubernetes patch versions, we would benefit from tuning renovate bot so that it will propose such upgrades in diskimage-builder repo for release-* branches.
