regression due to recent cloud-init version in ubuntu images

Rke2 and Kubeadm deployments were blocked due to the latest version of cloud-init : 24.4-0ubuntu1~22.04.1.

The solution was to degrade the version to 23.1.2-0ubuntu0~22.04.1
