Move renovate dry-run template to ci-template repo

Today renovate dry-run template is hosted here: https://gitlab.com/sylva-projects/sylva-elements/renovate but this repo is not public for everyone which can lead to some pipeline error if the dev starting the pipeline is not also dev in renovate repo. We should move this template
