It is due to https://gitlab.com/sylva-projects/sylva-elements/ci-tooling/ci-deployment-values/-/merge_requests/431 . This MR change the no_proxy variable from `{{ .Values.cluster.proxies.no_proxy }}` which - in the bootstrap context - is equal to the management settings to `{{ include "sylva-units.no_proxy" (tuple .) }}` which has a value different in the 2 contextes
