rancher 2.14: GUI does not initially list the clusters that the user can access
This was initially seen in !6891, with failures on mgmt-sso job.
What was observed is that with Rancher 2.14.0 (and 2.14.1):
* sylva-admin user logs into Rancher (via OIDC)
* it is shown the landing page listing all the clusters, **but this list is initially empty**

* after some time (e.g. 1 minute), reloading the page leads to seeing the list of clusters:

* login-out and then login in again allows to repeatedly see the problem
**Once this issue is resolved the mgmt-sso test simplification done in !6891 should be reverted back to the more complete test that checks that the mgmt cluster is listed as "Active"**
