simplify CEL expression in deny-cabundle-changes ValidatingAdmissionPolicy
During !3802 (merged) we had discussed but not actually fully pursued a discussion on whether or not we could avoid chained has(x) && has(x.y) && has(x.y.z) in CEL.
After asking on #sig-api-machinery-cel-dev Slack channel, I was pointed to https://github.com/google/cel-spec/wiki/proposal-246 which introduced support for "optional values", offering the possibility among other things to do optional lookups (.?) and have fallback values (orValue(...)).
This MR applies this simplification to the deny-cabundle-changes ValidatingAdmissionPolicy that was introduced in !3802 (merged).

Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling

Be aware: after configuration change, pipeline is not triggered automatically.
