Delete workload-cluster

Since the introduction of the new workload cluster deployment method, it is now more complicated to remove a workload cluster correctly.
It seems therefore necessary to document or develop tools (sylvactl?,dedicated script?) to easily and cleanly delete a workload-cluster.

Sylvactl seems a good target ( cc @feleouet )
