CAPO: remove complex sylva-units self-reconciliation in boostrap phase

@mederic.deverdilhac realized that having the self-reconciliation process in bootstrap.values.yaml appears useless today, and indeed it's seems like this isn't required anymore (and even perhaps that we could have done without it even in the past).
