!9414 (merged) introduced a configmap bootstrap-context-container-images to store sylva-toolbox-version in release-1.7. (backport of !9117 (merged) on main)

But in release-1.6 sylva-toolbox-version is not saved in a configmap, but in a local file , sylva-toolbox-version.yaml .

When upgrading from release-1.6 to release-1.7 , pipelines are failling on these jobs , because of the missing configmap , as the bootstrap cluster is started by release-1.6 , not by release-1.7.
