[Release-1.5] capd pipelines are broken

In CI, capd pipelines are broken for 1.5 after recently we bumped a new tag of ci-deployment-values from 0.5.54 to 0.6.24(see !9052 (merged))

With the changes that came with the new bump, we now have common/infra-capd.yaml used (introduced in sylva-projects/sylva-elements/ci-tooling/ci-deployment-values!456 (merged)) for capd deployments but is not getting applied in release-1.5, so we need to fix it.
