[Release-1.4] capo CI and capd CI pipelines are broken

in CI, capo and capd pipelines are broken for 1.4 after yesterday, we bumped a new tag of ci-deployment-values from 0.5.54 to 0.6.24(see !9052 (merged))

• capo pipelines are failing with the error:

  Flavor's disk is too small for requested image. Flavor disk is 21474836480 bytes, image is 22000000000 bytes.

  as somewhere along the changes which came with new bump, we have moved the values of rootVolume and flavor_name from private/rocket-base folder to common/infra-capo.yml, and release-1.4 don't have these set for infra .capo in .gitlab/ci/deployments-base.yml

  1.5 and 1.6 both set MGMT_ADDITIONAL_VALUES_INFRA_CAPO and WC_ADDITIONAL_VALUES_INFRA_CAPO there, and that is what makes common/infra-capo.yml get applied, since 1.4 doesn't set them, the file is never applied there.

• capd is also broken as we have common/infra-capd.yml as well, and it is also not getting applied for capd pipelines in 1.4
