infinite additional reconcilation loop for CAPO jobs
while working on !7743 (merged) , and also on some of schedule pipeline runs, capo jobs are reconciling infinite times due to 2-step longhorn upgrade with them merge of !7756 (merged) as for capo additional_reconcilation is always found to be true , also explained here !7743 (comment 3379903483)
