Refactor per-unit timeout implementation in sylva-units
Summary
As agreed in the MR discussion comment about the implementation of the per-unit timeout factor , we need to define the default unit timeout and the timeout factor directly in sylva-units, and have sylva-units apply the factor when computing the final timeout value during template rendering
