Several units actually depend on vault-secrets even if the dependency is not added in the values

Description

• The minio-logging-init unit is requiring a vault secret which requires a password-policy generated by the vault-secrets unit. However, there is no such dependency in the kustomization. Therefore it should be added
• This is also the case for the minio-monitoring-init unit
