Workaround for SR-IOV operator-webhook expired certificate is not functional on workload clusters

Solution for SR-IOV operator-webhook certificate is not automatically renewed is not working on workload clusters having SRIOV.

The Kyverno policy that should restart pods to renew certificate is not created on the workload cluster, seems to be created on the management cluster, in the workload cluster namespace.
