need to disable Rancher fleet-agent on management cluster

Sylva does not use Fleet to manage the management cluster, and we regularly have to solve issues with it (last being #3182 (closed)).

We should simply disable this component that we do not use for the management cluster.

(the case of workload clusters is different: for these Sylva can remain agnostic on whether Fleet would be used or not)
