The pivot job uses an old clusterctl version

This issue is linked to #2684 (closed). During the troubleshoot of this issue we discovered that clusterctl was the culprit due to this commit : https://github.com/kubernetes-sigs/cluster-api/commit/13d4c470c2341f0081b07e6a57423026f8888d81 (see comments in : !4859 (comment 2654454067))

We tried some improvements via !4859 (merged) but that was not enough.

In order to workaround the issue we explicitly used an old version of clusterctl in (and only) in the pivot job : !4981 (merged).

We cant use an old clusterctl forever in the pivot job
