Regroup renovate MRs in release branches

To reduce the amount of renovate MRs we would like to:

• Regroup all external dependencies for release branches in one MR, updated once a week
• Regroup all internal dependencies for release branches in one MRs updated once a day

Apply this policy to release-1.3 & 1.4, and to 1.5 after first 1.5. release
