failures due to removal of some docker.io/bitnami/... images (in parrticular kyverno w. bitnami/kubectl image)

we have CI failures all over the place in all our CI pipelines at least in release-1.3 (maybe all branches) due to the removal of docker.io/bitnami/kubectl image

We'll have to investigate why this image wasn't catched when we worked on switching to docker.io/bitnamilegacy for all our images (see #2756).
