check if cluster-vip really should inherit from kube-job

I have noticed that cluster-vip unit inherits from kube-job

  cluster-vip:
...
    unit_templates:
    - base-deps
    - kube-job

A priori it seems useless, and having no effect, since the Kustomization path overrides the one pointing to kustomize-units/kube-job.

I can't see why we have this
