Add OKD deployment variant for renovate pipelines

Summary

For Renovate pipelines, we currently have specific pipeline configuration only for "capo" labels. We could add one pre configured config for "okd" ones.

Moreover we could generalize how preconfigured config works against label set by renovate, making easy to configure deployment tests for any king of renovate pipeline.
