Add OKD workload deployment pipeline into regular Sylva CI runs
Summary
OKD workload cluster deployment pipeline was recently introduced in Sylva CI and added to a MR template. However, it is not executed on regular basis. We need to close this gap and add it to the regular CI scheduling.
