integrate Harbor operator / make Harbor confirguration declarative

@jonathang reminded me that we could use the Harbor Configuration Operator (developed by some of our Orange colleagues) to make Harbor configuration declarative in Sylva.

This would then make it easy to configure the management cluster so that it would mirror Sylva source, making it usable as a mirror for workload clusters.
