scheduled-cleanup-capo-rocket failure, because volume in "creating" state

some stack aren't deleted because some volumes in "creating" state remain

this is because tools/openstack-cleanup.sh deletes only the volumes in "available" state

the tool should also delete PVCs that are in "creating" mode
