upgrade ExternalSecret operator CRDs to recent apiVersions

We need to upgrade the external-secret operator to v0.17 (and now to v1.18 as the sylva bot updated the MR !4419 (comment 2572469202) )

We have the renovate bot MR: !4419 (merged)

To merge it we need to upgrade ExternalSecret operator CRDs to recent apiVersions, because this version of this operator requires it (@spotted by @rletrocquer):

BREAKING CHANGE

v0.17.0 Stops serving v1beta1 apis. You need to update your manifests from v1beta1 to v1 prior to updating from v0.16 to v0.17.
