User data is too long and reach the limit of 64KB

Since recent bump of sylva-capi-cluster (0.8.2 -> 0.8.3 | MR: sylva-projects/sylva-elements/helm-charts/sylva-capi-cluster!399 (merged)) user_data is now too long and reach the limit of 64KB that OpenStack has for cloud-init.

Error msg:
