CI: frequent timeout failures while waiting for reconciliations (sylvactl)

We have frequent cases of CI runs (sylva-upgrade-from-x but not only) with timeout failures while waiting for reconciliations (sylvactl).

This happens at steps like:

• trigger reconciliation of sylva-units
• wait for root dependency
• wait for units to reconcile

It seems very likely to be due to a refactoring done in sylvactl.
