regression for capm3 workload clusters (kyverno-cloned-os-images-info-capm3 missing values.yaml key)

I have tried to deploy a workload cluster with this change (just rebased my branch) and got a weird failure, possibily because of this merge.

HelmRelease/cluster - ValuesError - could not resolve ConfigMap chart values reference 
'ck8s-capm3-virt/kyverno-cloned-os-images-info-capm3'
 with key 'values.yaml': key not found

This regression is due to !3695 (merged).
