Kubevirt-manager is not enabled when kubevirt is enabled on a workload-cluster

Despite the kubevirt-manager enabled condition:

enabled_conditions:
  - '{{ tuple . "kubevirt" | include "unit-enabled" }}'

On a workload-cluster when the unit kubevirt is explicitly enabled in the workload-cluster definition,

units:
  kubevirt:
    enabled: true

The kubevirt-manager is not automatically enabled (the condition is not sufficient).
