cleanup kubernetes-vip service

follow-up to sylva-projects/sylva-elements/helm-charts/sylva-capi-cluster!445 (comment 2159520251)

the way to implement that can be a kyverno cleanup Policy that will remove the kubernetes-vip Service, the unit defining it will have to depend on the cluster-machines-ready unit to ensure that it won't cleanup the service before all nodes have the setup updated by what is done by sylva-projects/sylva-elements/helm-charts/sylva-capi-cluster!445 (merged)
