CI: ability to test upgrades from last stable without workload cluster

We would benefit a lot from having the possibility of testing upgrades from last stable release without any workload cluster deployment.

Said otherwise, the equivalent of ci-featuremgmt-rolling-update which would be ci-feature::mgmt-upgrade-from-1.1.1.
