update capm3 version to align with capi version

according to capm3 compatibility matrix (defined here : https://github.com/metal3-io/cluster-api-provider-metal3/) if using capi version 1.3.x then capm used should be in version 1.3.x for now we are using capm3 version 1.2.0 (https://gitlab.com/sylva-projects/sylva-core/-/blob/main/kustomize-units/capm3/kustomization.yaml)
