Calico nodeAddressAutodetectionV4 is unset by calico HelmRelease

• this issue was introduced by the merge of !2255 (merged) which was implementing #409 (closed), but this MR was reverted
• it will need to be addressed when covering #409 (closed)
• the summary below applies to what needs to be done when Calico is handled by Flux

Summary

We've moved the computation of canReach parameter to s-c-c to fix #1477 (closed)

But now that calico is managed by sylva-capi-cluster back again since we merged !2255 (merged), we can't use that workaround anymore, currently we can see in rke2 runs that we have nodeAddressAutodetectionV4: {} in calico helmrelease values.
