CAPO CI troubleshooting / lack of VM console dumps

On some CAPO jobs we have failed node creations for which we don't have node logs:

In such cases we could possibly retrieve the OpenStack VM console logs with openstack console log show <vm-name> to have better troubleshooting data in CI artifacts.
