Limit renovate updates for some specific packages

  @loic.nicolle @e-wyckens I see that a few units get very frequent upgrades (thanos, postgresql, maybe others). Could we maybe see for which ones we could throttle renovate ?

We could implement the same kind of config that we already have for renovate-runner to limit the update to once a week or something like that
