Consider removing "retries: -1" for vsphere-cpi HelmRelease

So we can remove that value in the current MR or in a dedicated one if needed.
Anyway, in current proposal, we're only requesting the reconciliation 3 times, maybe we could make this value configurable using a dedicated annotation on HelmReleases?
