Deploy neuvector on workload clusters

Summary

The deployment of neuvector on workload clusters is not supported. It isn't sufficient to enable the unit in the workload cluster values, and the current unit has dependencies on units that apply to the management cluster (e.g. keycloak).
Furthermore, the federation of clusters requires the configuration of the "master service" in the neuvector instance running in the management cluster, and of the "managed service" in the neuvector instances running in the workload clusters.
