Implement monitoring for Lenovo servers (X Clarity Controller)

There are no implementations available, so it will have to be built from scratch:

• convert Lenovo XCC MIBS to snmp-exporter config
• adapt the generated config
• build Grafana dashboard
• create Prometheus rules
