[bootstrap][cert-manager] Avoid pod replicas to be associated to cp replicas

Summary

In the bootstrap cluster the pod replicas of the unit cert-manager is inherited from the cp replicas number. It induces issues on the deployment (exhaustion resources, Pod terminating and so on)
