define a default storageClass for management cluster

Today we setup:

• the local path provisioner CSI (always available, but comes with constraints)
• for CAPO, the cinder CSI

Later on, we will introduce other ones.

We need to have proper parametrization so that, when cinder CSI is available, we would be available to use it for most components (Vault, Metal3, soon others).
