Starlight - Update background color of copyright footer section of surfliner theme

In the Surfliner theme, the background color of the copyright footer section is still set to the UCSB color. It needs to be updated to be #004468

Acceptance Criteria:

  • Background color of copyright section of the footer is set to #004468
