Create 0.2.1 release of Subplot

In order to ask other people to use Subplot, we need to have a release, a tag, it to be pushed to crates.io and debs available for our Debian proposed-users.

Lars should do this in order that we have had two people try to do a release so far.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
