First stable release of the Robo-based task runner for Drupal 11 projects.

Commands
- site:install-clean: drush site:install from drun.site settings.
- site:install-dump: import a .sql or .sql.gz dump (local, or downloaded
  over http(s) or scp), then run the deploy steps. The archive is checked
  before the database is dropped.
- site:update: run drun.deploy.steps (default: drush deploy).
- qa:lint, qa:phpcs, qa:phpstan, qa:audit, qa:all.
- git:hooks-install: native git hooks from drun.git.hooks.
- drun:init: scaffold runner.yml, phpcs.xml.dist and phpstan.neon.dist.

Configuration
- Package defaults merged with runner.yml and runner.local.yml. Lists
  replace the defaults; maps merge.
- drun.exec.prefix runs app commands in a container, e.g.
  docker compose exec -T web.
- Projects add command classes through drun.commands.

Requirements
- PHP 8.3+, Drush 13, Robo 5.
- Tested on PHP 8.3, 8.4 and 8.5, with both the highest and the lowest
  allowed dependency versions.
