Resolve relative paths without os.chdir()

When resolving relative paths in settings, TS chdirs into the loaders base dir (e.g., the parent directory of a settings file) in order to resolve relative paths.

There can be obscure circumstances where the os.chdir() fails (PermissionError(13)). Evaluate if we can resolve paths without needing to chdir.
