Redirects not working

GitLab Pages supports a subset of netifly-style redirects (static/_redirects): https://docs.gitlab.com/ee/user/project/pages/redirects.html

However, the redirects are not being followed currently. e.g. https://scuttlebutt.nz/glossary should redirect to https://handbook.scuttlebutt.nz/glossary

The redirects listing https://ssbc.gitlab.io/scuttlebutt.nz/_redirects shows the error: "no domain-level redirects to outside sites". These redirects to handbook.scuttlebutt.nz could instead be implemented using e.g. <meta> refresh tags: https://en.wikipedia.org/wiki/Meta_refresh
