Evaluate Poetry and PDM for Pipenv replacement

Not entirely pleased with the Pipenv based workflows. Evaluate Poetry (and maybe even PDM) as replacements.

No pressure to migrate out of Pipenv, but worth evaluating.

Keep in mind, existing dev and release workflows work fine. Do not regress.
